When it was completed in 1881, Philadelphia City Hall was the largest public building in the United States. McArthur enlisted the help of his friend, former Architect of the Capitol Thomas U. Walter, to serve as his second in command. The building’s Second Empire style was also called the “General Grant style” because it was used in so many public buildings during the Grant administration.

Philadelphia City Hall sits at the intersection of Broad and Market. It is technically the "center" of the original plan for the city by William Penn.
The tower shown has a height of 548' and give a commanding view of the city.

Philadelphia City Hall was actually completed in 1901. Construction started in 1871.

If you take the tourist elevator up to the top they have reviews in the waiting area of the building from the time of its opening. Seems it was not universally well received. I think it's ghastly, and even more so if you actually walk around and look at the interior.
